Update: Registration of New Born Baby

Copy of application submitted online for Registration of Birth with original photograph of the child pasted & signature of parents at designated places in the printed form. Online Registration is a mandatory process and the file # is a mandatory document to be attached along with the application when submitting to BLS. Public Notice For Indian Passport Holders

Please note that, All our BLS Centers in UAE will remain closed on 01-January-2017 for New Year Holiday and Will resume back on 02-January-2017

To celebrate the auspicious occasion of Prophet Mohamed's Birthday, All BLS Centers in UAE Will remain closed on 11-December-2016.

As per the instruction from Consulate General of India, Dubai effective today 24/08/2016,

  1. 1. Adult cannot change address as per their parent (father/mother) Passport Copy/Utility Bills. Applicant can change address by providing any one of the below mentioned documents which is under his/her name:
    1. Original recent Electricity/Telephone/Gas bill in English not older than THREE months is required.
    2. Original Election Commission Card/Aadhar Card/e-Aadhar copy.
    3. Original Nativity Certificate attested by the concerned state home department / Online nativity certificate which can be verified online.
    4. Original Income Tax Assessment Order.
    5. Latest One Year Savings Bank statement with authorized signature and original seal of the Bank from the home branch in India which is under applicant name (List of scheduled private Indian Banks as well as Regional Rural Banks in addition to scheduled Public sector Banks). Dubai Representable stamps are not acceptable.
    6. Original Bank Pass book of running account with latest one year transaction.
    7. Address can be changed according to spouse passport only if spouse name is endorsed in each other's passport.
    8. Minor applicants can change address only as per their parent's passport copy.
  2. 2. Applicant can put Dubai address in passport by attaching registered rent agreement/title deed and they should have stayed for more than one year at the same address. Prior approval from Consulate General of India, Dubai is not required.

Processing Time:

Processing Time/Working days of Passport Application are decided by The Embassy of India, Abu Dhabi / Consulate General of India, Dubai.

The Embassy of India, Abu Dhabi / Consulate General of India, Dubai has the sole and absolute discretion to either Accept or Refuse your application. BLS International has no involvement in the decision making process of The Embassy of India, Abu Dhabi / Consulate General of India, Dubai.

Working days would be as per the working days of Embassy of India, Abu Dhabi/ Consulate General of India, Dubai. Sunday to Thursday (Except Public Holidays, please refer to Holiday List on Embassy of India, Abu Dhabi Consulate General of India, Dubai website)

Effective 20th, July 2016 there is a change in the passport processing time as per instructions from Consulate General of India, Dubai. The new processing time schedule is provided below.

*Note:-

  1. Tatkal/Normal reissue of passports expected to be dispatched on second and fifth working day respectively, excluding the date of submission of application, depending on records available in the Passport Office System, subject to finding no adverse/incomplete entry/report.
  2. Passport Office shall decide whether Police Verification is required for issuance of passports. Generally, in most cases of re-issue, police verification would not be required or only post police verification would be required, exceptions being certain cases of re-issue of passport in lieu of lost passport/ complete change of name/ certain cases of corrections in the particulars on the first or last cover page of the passport, depending on records available in the Passport Office System.
  3. In complex cases, such as adoption, application on behalf of a minor from single parent, major change in name, LOP/Damage, doubtful/deficient documentation, J&K subjects, the processing time could be expected to be more then as indicated above.

Declaration of Renunciation/ Surrender Certificate

The Indian Citizenship Act, 1955, does not allow dual citizenship. Holding Indian Passport / acquiring Indian Passport / travelling on Indian passport after acquisition of foreign citizenship constitutes an offence under the Indian Passport Act, 1967, and attracts penalties.

A grace period of three months after acquisition of foreign nationality (to be counted from the date of registration / Naturalization Certificate and not from the date of foreign passport) has been allowed for using Indian passport for travel.

Under the Indian law, Persons of Indian Origin who have acquired foreign Nationality are required to surrender their Indian passports to the nearest Indian Mission/Post immediately after acquisition of foreign citizenship. Also, retention of Indian Passport for more than 3 years after acquiring foreign nationality attracts penalty

Please Note: The date on the Naturalization/ Registration Certificate etc. will be treated as date of acquiring foreign nationality and not from the date the Foreign Passport was issued.

If your Indian passport has just a 'Cancelled' stamp, it does not mean you have renounced your Indian Citizenship. The stamp must say "Cancelled due to acquiring foreign nationality". Fees are applicable.

In view of these provisions, Applicants of Indian Origin, intending to apply for an OCI Card and Visa, should surrender their Indian passports, obtain Surrender Certificates and then apply for these services. This would also be applicable to the Applicants of Indian Origin who seek to renew their OCI Card or seek fresh Visa.

The Surrender Certificate, once obtained, should be produced henceforth for any service required from the Indian Missions abroad

PIOs who had earlier obtained OCI / PIO Cards or Visa without surrendering their Indian passports are required to surrender their last held Indian passport and obtain surrender certificates at the time of renewing their OCI / PIO Cards or for obtaining fresh visa.

Passport Application form

For all new passport applications Personal Particulars Form in triplicate with photograph pasted is mandatory irrespective of place of issue of the current Passport. This is to be submitted along with the passport application form.

Corrections in First Page and back cover page

For any corrections or name change in passport's first or back cover page except change of address, the processing time for Adult/Minor applications will take minimum 40 Working Days. No TATKAL service for the same is provided without prior approval from Consulate General of India, Dubai.

Processing Time: Indian Passports issued for travel to Israel.

As per the instruction from Consulate General of India Dubai effective 15/12/2015, processing time for the Indian Passports issued to travel to Israel will take minimum 15 working days.

Applicants having passports where parents or spouse name have initials in their name (e.g. MOHD or SK) and wishes to expand the same can do so by providing a self-declaration by the concerned applicant along with parents or spouse's ID proof.

New born Application

If one of the parent is not an Indian National then the original NOC letter on the Letter Head of the respective Embassy/Consulate in UAE from which country that parent belongs is required stating that (They have not granted nationality or passport to the child)

Name Rearrangement/Sequence change.

Applicants applying for name rearrangement/sequence change have to provide 2 Indian Photo ID Proof which shows the exact name/sequence. Prior approval from Consulate General of India, Dubai is required.

Phasing out of Handwritten Passports

Indian citizens living in India and abroad are advised to urgently replace their handwritten passports with machine-readable passports. The International Civil Aviation Organization (ICAO) has set a deadline of the 24th November, 2015 for globally phasing out of all non-Machine Readable Passports (MRPs). Thereafter, foreign Governments may deny Visa or entry to any person travelling on a non-Machine Readable Passport.

Passport Update – Documents for Address Change – Effective from 9th NOV 2015

Parents residing in India

As per the instruction from Consulate General of India Dubai, If applicant wishes to change the address as per their parents (father/mother) passport Copy who are residing in India we can accept applications with the below mentioned documents.

  • Request letter (original/scanned image) from parents mentioning their current address (as provided in their passport) stating that their son/daughter will be staying with them during their visit to India.
  • Parent's passport copy.
  • Sworn Affidavit from IVS Global
  • OR

  • Request letter from parents duly attested by concerned state Home Department
  • Parent's passport copy.

Parents residing in Dubai, UAE.

In cases where applicants parents are residing in Dubai, UAE following documents need to be submitted for Change of Address

  • No Objection Certificate (NOC) from parent
  • Parent's passport copy
  • Sworn Affidavit from IVS Global

Change of Address as Parents Utility Bills (Electricity / Telephone bills)

Following documents are required to be submitted along with passport application incase applicant wishes to change address as per parents utility bills.

  • Request letter (original/scanned image) from parents mentioning their current address (as provided in their passport) stating that their son/daughter will be staying with them during their visit to India.
  • Copy of the Utility Bills
  • Passport copy of parent or Indian Photo ID Copy (Driving License, Aadhar Card, Election Card)
  • Sworn Affidavit from IVS Global
  • ORS
  • Request letter from parents duly attested by concerned state Home Department
  • Parents passport copy or Indian Photo ID Copy (Driving License, Aadhar Card, Election Card)

Change of Address for minors (below 18 years)

Parents who wish to change their minor child address in the passport will require submitting the following document along with application

  • Passport copy of parent

Documents required for Change of Address in Indian Passport as per guideline from Embassy of India, Abu Dhabi – Effective from 7th NOV 2015

The documents to be submitted as proof for address change are (Any 2 proof one should be Original)

  • Primary document which should be relevant Govt Documents they are
    1. Water Bill Telephone Bill ( landline or post paid mobile bill)
    2. Electricity Bill Income Tax Assessment Order,
    3. Election Commission Photo ID card,
    4. Proof of Gas Connection,
    5. Certificate from Employer of reputed companies on Letter Head,
    6. Spouse's passport copies (Address mentionedin the passport should match the address on the application)
    7. Applicants valid ration card
    8. Parents passport copy (in case of minor)
    9. Aadhar Card,
    10. Registered rent agreement (for the period of more than one year)
    11. Running Bank Passbook (scheduled Public Sector banks, Scheduled Private Sector Indian Banks & Regional Rural banks only)

Change of Address: Effective from 4th Nov 2015 

Adult / Major applicant who wishes to change the address in their passport to the address mentioned in their parents passport. In such cases additional documents to be submitted are : A request letter from parents stating that the said applicant is staying in their house during vacation time and parents passport copy along with passport application. This will be reissuance of a new passport.

Minor Passport Applications: Effective from 01-Nov-15

For all Minor passport applications, Parents (Father & Mother) presence mandatory at the time of submission.
